recommended that two untrained candidates
should be selected of whom one should
proceed as soon as possible to Hong Kong
and the other should remain in this country
and should take the usual course of training
by arrangement with the Board of Trade.
This recommendation has been transmitted by
telegram to the Governor of Hong Kong, and
a further communication will be addressed
to you on receipt of his reply. Meanwhile
you will, no doubt, make preliminary arrange-
ments for carrying out Commander Hole's
recommendation in consultation with him and
with the Board of Trade.
