concurrence of the Governor of Hong

Kong in this arrangement, and a

telegram has been sent to him for

that purpose.

Meanwhile, as Hole leaves

for Hong Kong on, I think, the 10th

November, it is urgently necessary to

go ahead with the preliminary arrange-

ments. I have provisionally arranged

with Hole, and also with Carter of the

Board of Trade, that a Selection Board

should be held on the 7th November. At

this Board candidates will be considered

from the following sources: -

(1) Retrenchees from the Colonial device.

(2) Unsuccessful candidates at the

last Board of Trade examination for

Engineer Surveyors.

(3) Men possessing the qualifica-

tions required by the Board of Trade
