With reference to your letter No. 13799/33 of

the 16th January, regarding the selection of a partly

qualified Engineer Surveyor for immediate duty in Hong

Kong, I have the honour to state that, on the information

furnished, the Board of Trade are of opinion that Mr. W.S.

Smith appears to possess all the technical qualifications

required for appointment as Assistant Government Marine

Surveyor (Engineer Surveyor) in Hong Kong, subject to the

necessary course of training.

2. If the Government of Hong Kong are satisfied

that Mr. Smith is a suitable candidate in other respects,

the Board consider that in view of his being already

at Hong Kong, he should be appointed to fill the vacancy

and in this view we concur.

3. Subject to the concurrence of the Secretary of

State we accordingly recommend that the appointment be

offered to Mr. Smith, a copy of whose application is

attached.

4.

We presume that the Government of Hong Kong will

cause Messrs. W.M.Wright and J.A.Clark, whose applications

have been retained by us, to be notified that their

applications have been unsuccessful.
