Cunliffe Lister is aware that at

the discussion between Sir Miles
Lampson and the Chinese Minister
for Foreign Affairs in February
1933, the Chinese Vice Minister
for Foreign Affairs, who was
also present, gave
an oral
assurance that "if all was in
order and the requirements of the
law were met, the obtaining of
a certificate (of denationalization
was merely a routine matter".
It will be appreciated, however,
that under the proposed new
arrangements, the question whether
which certificates of
denationalization can be
obtained
