should be empowered to suspend civil flying, if he

considers it to be necessary.

Arm

In making this stipulation the Air Council

do not anticipate that any need will arise for the imposition of restrictions, other than those necessary

to ensure the safe use of the aerodrome, except possibly

during periods when the Base is in use by the Fleet Air

i.e., approximately for seven months during the

year but they desire to reserve the right to withdraw

the facilities at one month's notice, should the use of

the aerodrome for the purpose of a Flying Training

School prove to be incompatible with its joint use as a

base for the Fleet Air Arm in Chinese Waters and as a

civil air port.

The Air Council would be glad if the Governor

of Hong Kong could be informed accordingly by cable. ▲ copy of this letter is being sent to the

Foreign Office.
