The interest of the Hong Kong Govt.

in this matter is the general benefit of

British trade in aircraft with South China

and not the benefit of any particular

company, and the Secretary of State considers

therefore, that the Govt. of Hong Kong

should be given discretion to arrange for the

establishment of Flying School with the

sole stipulation that not more than one such

School should be in existence at any time.

It is suggested, therefore, that

specific reference to the Far Eastern Aviation

Company should be omitted from any instructions

sent to Hong kong based upon your letter

under reply, and that such instructions should

provide
