19. When members of the Force are embarked for service in II. M. Ships, they are to accommodate themselves to the berthing and messing arrangements usual to the Officers and men of the Royal Navy.
Gun room Officers on reaching the age of 23 will mess in the Wardroom.
DISCIPLINE.
20. The discipline of the Force is governed by the Naval Forces Act 1903 and the Acts incorporated therewith and by these Regulations and by the Ordinance under which they are made.
21. The Commanding Officer may at any time order an inquiry into any matter which he may consider it expedient to investigate and which comes within his power as Com- manding Officer but formal Courts of Inquiry can only be held under the authority of the Commodore with the approval of the Governor and in accordance with the King's Regulations and Admiralty Instructions.
22. Meetings are not to be held by the Members of the Force for the purpose of expressing an opinion upon the act of a Commanding Officer or of recommending him to take a particular course of action; nor are memorials to be drawn up to the same effect. No meetings except those authorised by the Commanding Officer, will be recognised.
23. All members of the Force are forbidden to write for publication or to publish or cause to be published either direct- ly or indirectly any matter or information relating to the Naval Service, unless the permission of the Commodore has first been obtained.
24. All members of the Force when in uniform are to pay the customary marks of respect to such Officers of the Navy, Army, Air and Auxiliary Forces as are entitled to be saluted by members of corresponding rank in their own service.
25. The H.K.N.V. are not to assemble under arms for any purpose unconnected with parade drill or rifle practice, except with the approval of the Commodore.
CALLING OUT FOR ACTUAL SERVICE.
26. (1) In case of great national or local emergency or in case of actual or apprehended invasion of or attack on the Colony, or in case of serious local disturbance, or in case it may be desirable to take precautions against the possibility of serious local disturbance, the Governor (without prejudice to any powers that may be exercised by His Majesty or by His Majesty in Council or by the Governor or by the Governor
in Council in any such case) may, by proclamation, call out the Hong Kong Naval Volunteer Force or any portion or members thereof for actual service.
(2) Every member so called out shall be bound to assem- ble at such place as may be directed by the Governor, and to perform such service as may be required, and if he refuses or neglects to so assemble or to perform such service he shall be deemed a deserter: Provided that no member of the Force so called out shall be liable, without having previously volun- teered or consented to do so, to serve or proceed on duty beyond the limits of the Colony, its neighbouring waters and its sea approaches.
(3) The period of such service shall continue as long as the Governor may consider necessary, and shall end only by order of the Governor.
(4) In any proceedings whatsoever the production of a copy of a number of the Gazette, purporting to be printed by the Government printers, and containing what purports to be a proclamation by the Governor under sub-section (1) shall for all purposes whatsoever be conclusive proof that the said proclamation was issued and was lawfully issued, and that the Hong Kong Naval Volunteer Force, or the portion thereof or the members thereof, referred to in the said proclamation, was or were duly called out for actual service on the date which purports to be the date of the said number of the Gazette.
(5) All members who, when called out on such actual service as aforesaid, leave families unable to support themselves shall, during the period of their absence on such service, be entitled to relief for their wives and families, and it shall be lawful for the Governor in Council to fix the amount of such relief.
(6) All members who may have received wounds or injuries when called out on actual service as aforesaid, and the widows and families of such volunteers who may have been killed or have died within twelve months after having been wounded of wounds received during such actual service, or have died within twelve months from illness directly traceable to fatigue or exposure incident to such service, shall be entitled to such pensions or gratuities as may be fixed by the Governor in Council: Provided that no pension under this sub-section shall exceed the sum of one thousand dollars per annum.

27. All members of the Force when called out on actual Pay and service, and also when undergoing or attending cruises or in certain courses of instruction or training, shall be entitled to such cases. pay and allowances, if any, as may be prescribed by the Governor in Council.
MISCELLANEOUS.

28. (1) All moneys subscribed by or to or for the use Property of the Hong Kong Naval Volunteer Force, and all effects of the belonging to that force or lawfully used by it not being the property of an individual member thereof, and the exclusive right to sue for and recover current subscriptions, arrears of subscriptions and other moneys due to the force shall vest in the Commanding Officer for the time being with power for him to sue, to make contracts and conveyances and to do all other
