and I do not think we can properly submit a draft Order to His Majesty in Council unless and until we know that Hong Kong propose to act under it; though if they intend to exercise nearly all the powers which are con- ferred upon Colonial Legislatures under the Colonial Naval Defence Act with the approval of His Majesty in Council, I see no harm in so drafting the Order as to authorise them to do everything which the Act mentions.
