"The undersigned (Mr. Greig) recently drew the attention of the Government Port Development Engineer to the effect the recent reclamations had had on the tides at other points in Hong Kong Harbour and the importance of no change in the še taking place round our yard. Only the other day, in conversation with the Colonial Secretary (Mr. Southorn), he similarly brought up the matter, the reply being that the Govern- ment realised the situation and had had com- plaints regarding the Eastern reclamation (i.e. just East of the Naval Yard).

"In the matter of tides being affected by reclama- tion and the making of claims for the injurious effect of any authorised works - we submit that whilst the effect of reclamation on tides can be calculated, such findings are, we are sure you will agree from your experience with wharves etc. sometimes very widely different from the actual resultant state of affairs. It the re- fore follows that, if an award of compensation is made by a judge, based on expert opinion as to expected effects of work on tides, the case should not be closed against the claimant until it is verified that these effects have not in fact been greater than allowed for in the award."
