With reference to my confidential despatch

of the 29th March, 1933, on the subject of the Foreshore

and Seabed Works Bill I have the honour to forward a copy

of a letter from the Hong Kong General Chamber of Commerce

containing new objections to the revised bill.

The first of these objections is to clause

8(3) which is similar to section 12(3) of Ordinance No.39

of 1909 and identical with section 3(4) of Ordinance No.15

of 1901 as enacted by Ordinance No.26 of 1932.

The second is to clause 8(6) which is identical

with section 12(4) of Ordinance No.39 of 1909 and with

section 3(7) of Ordinance No.15 of 1901 as enacted by

Ordinance No.26 of 1932.

I do not think that a case is made out for

concession on either of these two points. Ample time is

given to claimants to formulate their objections and claims.

in respect of any rights they may properly be said to have lost. It is not the purpose of this Ordinance to permit necessary works to be delayed unreasonably nor is it the intention to create new rights in land.
