but omitting all the important com ensation clauses of

the Hong Kong Bill.

The Decretary of tate soul therefore very

much appreciate the opportunity of having your viers on

this matter: at present he feels rather ave se from

allowing the Hong Kong Government to take powers which

are not absolutely necessary for the programme of

public worke nich they have in hand or contemplate in

the near future.

The Secretary of State asked me to let you

see the Foreign Office letter of the 17th of July, and

I therefore enclose a cooy accordingly.
