The Secretary of State saw Sir T. Southorn on the 2nd of August, Lord Plymouth, Sir S. Wilson and myself being present. Secretary of State made it clear that he would not in any event approve the enactment of an Ordinance giving the Government general powers to carry out works not specifically defined in the Ordinance. He suggested that it should be possible for the Hong Kong Government to enact periodically an Ordinance giving the Government the powers provided in the draft Bill, but limited to specified works to be cited in a Schedule to the Ordinance. I submit a draft

despatch to give effect to the Secretary of State's decision.
