hinted to me that this was possible, but I
did not let Mr. Looker know that I was aware

of this as we had no official communication
in the matter.
I told Mr. Looker that the Secretary
of state had not yet seen the Governor's
last despatch on the subject and that I
could not anticipate what view he would take
on it, but I undertook that Mr. Looker
should be informed when the Secretary of State
had come to any decision in regard tothe
draft Bill.
