that enclosed essential to the proper planning and
development of the Colony (I think we had better say
nothing about the harbour pipeline or the validation
of past works, especially past works, as I don't
know what these are): say that provision has now
been inserted in the Bill for the hearing of
objections before definitive approval is given to any
proposed scheme and for the appointment of assessors
to advise the Judge upon matters requiring professional
knowledge. Say that the S. of S. is not convinced
that the enactment of this legislation, which provides
machinery for hearing objections and for payment of
full compensation for the loss of private rights, will
be more likely to be regarded by China as a precedent
for such action as they fear than would a series of
Ordinances dealing with particular schemes.
Conclude that the S. of S. will be glad to
receive any further observations which they may care
to submit upon the amended Bill.
