I doubt if there is any way of getting
round this difficulty. It arises in the case of
sugar refined in this country. In that case, the
Customs authorities have found it impossible to
grant a drawback except on sugar refined wholly from foreign raw sugar. In fact, although this
is a theoretical disadvantage to Empire sugar, it
does not really matter, as the whole of it can
find a market for eventual consumption in this
country. I do not know how far the same may be
the case in Hong Kong. Possibly the imports of
tobales Empire are less than the Hong Kong internal consumption. I agree that we should consult the
Customs and Excise on this.
