The question whether more drastic preventive
measures can or should be taken by the Chinese Customs,
or other Chinese authorities, is one on which His
Majesty's Legation at Peking might well, in the Board's
view, be asked to advise, since it is conceivable that
such action by the Chinese might cause more
embarrassment to British shipping than a continuance of
the present state of affairs.
