Customs laws. That Govt. have,
in fact, gone some distance in
making it unlawful for any
person to place any cargo on board
any ship in the Colony without the
consent of the owners. It would
appear to Sir Philip Cunliffe-
Lister that the Hong Kong Govt.
can hardly be expected to maintain
a watch on ships in the Colony,
or to search them for goods
dutiable in China,except at the

cost of the owners, and he considers
that if the owners think that
special measures are necessary
