I have been asked to put a question in the
House as to whether the Hong Kong Government has made any use of the 0. in Council of the 5th December last in order to sup- press smuggling between the Colony and China, and if so, in what w&y.
The question seems to me to be ill-advised
in view of the short time which has passed since the Order was made; but as my correspondent has very important interests in Hong Kong and China it may be possible for you to get me some information as to what is being done by the Govt. of Hong Kong to assist in stopping the illicit traffic between the Colony and China.
Knowing something of the practical diffi- culties of such work I do not think the Govt. can do much, and I have therefore being urging, for some time past,the shippers
take their own measures for preventing their snips from being used for the carriage of contraband.
