Lampson stayed with us a day or two on his
way thro and Maze is here just now. I discussed
the question of the Customs Agreement with both
of them but I do not think that there is much chance
of its being signed and they were of the same

opinion. Canton is entirely anti-Nanking at heart
and it is only the Jap. action which prevents an
open breach.
So long as that is the position
Nanking cannot really push the Agreement thro.
Meanwhile if the Shipping Companies will genuinely
help I hope that we may see smuggling reduced by
our recent regulations, though I find it difficult to
be optimistic.
