Dear Sir Frederick,
Very many thanks for your confidential
letter of the 9th on the subject of smuggling into
China and the effect of the recent Ordinance made
by the Hong Kong Government to prevent the landing
and shipment of ungenifested cargo.
It is not an easy question, as I dia-
covered when the Governor discussed it with me last
month.
