With reference to ay despatch No. 231 of
the 4th March relative to the question of smug- gling on British ships entering Chinese porta, I have the honour to transmit herewith a copy of the reply from the Inspector-General of Customs to my letter to him of March 2nd.

It would not be difficult to contest some of the arguments adduced by Sir Frederick Haze,
but there is no need to do so, as the object of
my letter has, I am glad to say, now been attain-
ed, in so much as the Commissioners of Customs
have been instructed to be more moderate in the
infliction of penalties.
