Maze recently read to him instructions which he was issuing to Commissioners, the gist of which was that no fines of any magnitude should be levied without prior reference to
himself.
4. The firms' representatives further stated that
fines had latterly been of less frequent occurrence and they feel that there are definite signs of improved relations with the Customs in this matter.
