The total amount of fines

levied in the various Chinese ports since the

20th of March 1931 (presumably up to the end

of December, 1932) upon the China Navigation

Company by the Chinese Maritime Customs on account

of cargo smuggled in their steamers is stated

to have amounted to approximately H.K.$38,000.

It is not, however, possible to extract from

the figure given in (18) (24) and (26) a figure

for the approximate amount of fines levied in

respect of cargo smuggled from Hong Kong.

Messrs. Butterfield and Swire in the

enclosures again refer to W smuggling

organisations. It will be remembered that in

paragraph 7 of (2) the Governor reported that

no evidence had been found of the existence of

such organisations, and that all available

information pointed to the Chinese compradores

and crews as principals.

I do not think that we can take any

further actionuntil we hear from Hong Kong the

outcome of the discussions referred to in

paragraph 6 of (2).
