THE BOARD OF TRADE.
Whitehall
205TM
26005/1932.
The attached copy of a despatch from the Commercial
Counsellor at Shanghai, No. 285, Overseas Trade, of the 10th
December last appears to raise a question regarding the
procedure of the Board of Trade in granting export licences
to China, for armament etc., forming part of an aeroplane
when the import into China of the aeroplane complete with
armament has been authorized by the issue of a single huchao
or permit issued by the Chinese Government.
2.
The Department of Overseas Trade would be glad if
they might be informed what reply should be sent to the
Commercial Counsellor on this question.
3.
A copy of a further despatch from the Commercial
Counsellor at Shanghai, No. 297, Overseas Trade, of the 22nd
December last giving statistics of imports of aircraft into
China is also enclosed.
4.
Copies of this memorandum have been sent to the
Foreign Office, Air Ministry, War Office and the Colonial
Office.
