As regards the hypothetical care mentioned in
paragraph 3 or the extract from fr. Vaughan Fowler's
letter to the Comercial Counsellor, hanghai, the
obvious: remedy in for the Far lautern Aviation Company to
nake representations to the Chinese Government with a
view to more explicit instructionɛ being rent to the
chinace Miniater in London. If the nyoten in to be of
any use at all the Chinese „inister's certifiante amɛt
relate to specific quantities and descriptionɛ of wer
material; atherwise it would be impossible to determine
whether the chinere Government were really prepared to
authorize the inportation of goods for which the Boerd
