CYPHER telegram from the Governor of Hong Kong to the EL
Secretary of State for the Colonies.

Addressed to Secretary of State for the
Colonies No.84 repeated to Pekin and Canton begins. Agent of Australian Government named Brack has arrived here to negotiate with Canton for purchase of very large quantity of surplus arms and ammunition from Australian Army Stores. Ultimate destination of munitions said to be 19 Route Army at Amoy.

It is possible that purchase if arranged
will be covered by sanction of Nanking but agent knows nothing of Nanking regulations regarding authorisation
Representative by Chinese
in the Country of Export and in view of tension between Canton and Nanking sanction
of latter may not be obtained.
So far as Hong Kong is carcerned consignment will be in transit and protected from local interference by Barcelona Convention unless you have contrary
instructions to give.
In the meanwhile I am authorising
exportation of samples carried by Brack to Canton.
