with reference to your telegram No.36, Hongkong

telegram 0.10 to Peking and previous telegrame on the

same subject, I have the honour to submit the following

report on the activities of Mr. C.7.F. Brack.

2. I received copy of Hong kong telegram No.84 addressed

to the Secretary of state for the Colonies and at the same

time I received a telegram from His Excellency The Governor

stating that Hr. Erack had been advised to call on me on

arrival in Canton.

3. As I reported in my telegram o. 26, Vr. Erack arrived

in Canton on the 19th instant. He called at this office

and had a lengthy conversation with myself. Mr. Frack

informed me that he had come to China in order to dispore

of surplus arms and ammunition on behalf of the Australian

Government; that although he had not been in China before

years;

he had had business connexions with this country for many

that he was himself a man of considerable property;

that he was not out to make money for himself but that the

proceeds of his esle to the Canton authorities were to be

used for the relief of unemployment in Australia and England.

4. In response to my enquiries Er. Brack said he had had

interviews with various Chinese in Hongkong but was unable

to give me any names or detaile beyond the fact that one

of the persons he had et was a Chinese banker.
