With reference to your letter of the 28th September, No. C.R.T.1066/33, I am commanded by My Lords

Commissioners of the Admiralty to acquaint you, for the

information of the Board of Trade, that They concur in

the proposal made in your letter of the same date and

reference to the Colonial Office that licences should in

future be issued for the exportation from this country of reasonable quantities of arms, etc., to reputable consignees in Hong Kong "on consignment", subject to a written

assurance being given by the exporters in this country

that they would not be re-exported from Hong Kong to any

destination without the written consent of the Government

of Hong Kong.

I am to enclose for your information a copy of

a letter which has been addressed to the Colonial Office.

Copies of this letter have been sent to the

Colonial Office, Foreign Office, Air Ministry, War Office

and Department of Overseas Trade.
