perusal of article 5 of the Statute on Freedom of Tran-

sit makes it clear, I think, that no

is bound to afford transit for arms if their importation

is prohibited on the ground of public security, or if

measures have been taken, in pursuance of geheral inter-

national Conventions, relating to their transit, export, or import. To this extent only it would appear that the export and import of arms are excluded hometty scope of the Statute; and ini the cricumstances this wee had better lake us the pmit with the FA and The 3. of T. 17/6/33

we should be glad to learn precisely the grounds
