3. In March, 1924, Mr. Blunt,
who had been employed in Wei-hai-wei
from the 17th March, 1919, was on leave,
his pay being found entirely from
Wei-hai-wei funds and, As is shown by
the correspondence ending with Treasury
letter No.E.12461 of the 10th of March,
1924, an arrangement had been made
whereby Mr. W. Russell Brown, C.B.E.,
whose duties in the Territory commenced
on the 5th November, 1923, should receive
the salary attached to the post of
Officer Administering the Government, the
