about the case of Mr. W. Russell
Brown has been passed on to me.
When the question of
the pensionability of Mr. Russell
Brown's service at Wei-hai-Wei was
discussed with your Department in
September last and again when we
wrote to the Foreign Office on the
17th of November it was overlooked
had to be considered in the light of. I that that question was governed by
the special arrangement laid down
in
the Treasury letter of the

16th of February, 1924, to the
Foreign Office.
