Mr. Mare of the Treasury came over about
this case some weeks ago and I thought that we should
hear no more about it. Were Weihaiwei still a
territory with its own Pensions Ordinance,
Mr. Russell Brown, never having held a pensionable
office, could not receive superannuation in
respect of his service there, which was of an acting
nature throughout, as he was seconded from the Consular
Service, and went back to that service.
To such an extent was the acting nature
of his appointment realised, that of the period in
