I have the honour to submit for the
signification of His Majesty's pleasure Ordinance No.29 of 1932, intituled "An Ordinance to supply a sum not exceeding twenty-seven million five hundred and eight-five thousand one hundred and forty-two dollars to the public service of the year 1933", together with the Attorney General's report thereon.

Copies of the draft Estimates of Revenue and Expenditure for 1933, of the introductory address by the Colonial Secretary, and of other papers in connection with the draft Estimates were forwarded with my despatch No.437 of 23rd September, 1932. Copies of the report (uncorrected) in the South China Morning Post of the proceedings at the subsequent meeting on 6th October, at which the Bill was passed, are enclosed with this despatch, together with the Editorial comments of the Daily Press and the South China Enc. No.5. Morning Post.

As will be seen from the Treasurer's memorandum it is anticipated that the present financial year will close with a surplus of $465,174 in spite of the supplementary expenditure of $746,950 approved in June last, and that the excess of assets over liabilities on 1st January next will be $11,812,803. The budget was framed with the definite object of preserving a surplus balance of not less than
