? Telegraph approving the Estimates

and saying that despatch follows, and reply by

despatch acknowledging (2), referring to the above

telegram and signifying non-disallowance of the

Appropriation Ordinance.

Say that the Secretary of State is glad

to observe a change in the form of the Estimates

whereby the cost of the Cadet Service as well as

that of the Senior Clerical and Accounting Staff

and of the Junior Clerical Service appears under

the various Departmental Heads.

The S. of S. notes with satisfaction

the increased grant to the Society for the Protection

of Children.

The suggestion that the subsidy

paid to this Society might in future be based on

the amount of support given to the Society by the

general public with some definite limit, seems

worthy of careful consideration.

for the time being Say that the maintenance of surplus balances

of not less than $10,000,000 is a measure of

precaution with which the Secretary of State is in

agreement.

A substantial surplus balance is

particularly necessary in the case of Hong Kong

whose currency is liable to considerable fluctuation.

Though taxation does not appear to be unduly high,

the possibility of some reduction should not be lost

sight of especially if it appears that an appreciably

larger surplus balance is likely to accumulate.

this connection draw attention to our despatch of

5th November. No.403 (18) on 92701/32 ) regarding

the reconsideration of the question of the Light Ques

payable by ships entering the harbour.
