November last, No.92719/32 concerning an application
by the Soviet Oil Company Union Petroleum Trust to erect
an oil tank installation at Hong Kong, I am commanded
by My Lords Commissioners of the Admiralty to acquaint
you, for the information of the Secretary of State for
the Colonies, that They consider that the establishment
of a Soviet oil organisation at Hong Kong would involve
danger of political propaganda and communistic activity
in the Colony. This danger, in the opinion of My Lords,
far outweighs the advantages of allowing this extra tank
to be installed, particularly as it is by no means
certain that, in the event of war, this supply would be
available, as the Russian Company might take action to
destroy it before it could be requisitioned.
From the naval point of view, My Lords
consider that preference should be given to arrangements
whereby all oil supplies for which there is a market in
the Colony would be in reliable hands.
