I am commanded by the Army Council to acknowledge the receipt of your No.926/2/32 and in reply to acquaint you for the information of Secretary Sir Philip Cunliffe- Lister that there is at present no U.S.S.R. consulate at Hong Kong. It is considered, therefore, that if the application is granted, an opportunity will be created for the instalment of a centre for Soviet propaganda and possibly espionage.

The instalment of a Soviet Oil Company installation, somewhere in South China outside British Territory will, however, not present the same opportunity for subversive activities as would occur if the installation was actually at Hong Kong.

In view of the reasons given above, the Army Council hope that the lessee may be requested to refuse the application.
