I am directed by Secretary Sir John Simon to

acknowledge the receipt of your letter No.92719/32 of

the 25th March, regarding the application made by the

Soviet Oil Company Union Petroleum Trust for a sublease

of a portion of a holding of Government land in Hongkong

on which to erect an oil tank installation.

2. Sir John Simon concurs in the proposal of the

Secretary of State for the Colonies, in view of the

changed circumstances in regard to relations with the

Soviet Union, to instruct the Governor of Hongkong to

suspend the granting of all facilities, direct or

indirect, for the erection in the Colony of an oil

installation for the storage and marketing of Soviet oil
