With reference to Mr. Amery's despatch No.168

of the 16th May, 1928, on the subject of the sale by private treaty of a site in Kowloon to the Chinese Young Men's Christian Association, I have the honour to inform you that

the Association has applied for the area shown coloured red

on the enclosed plan as an extension to their existing lot,

Kowloon Inland Lot 1483.

2. In 1922 the Association was granted these two

combined areas, i.e. what is now Kowloon Inland Lot 1483 and

the red area, at a premium of $1.00 per square foot and

subject to a building covenant of $60,000 to be completed within three years. Largely owing to the strike of 1922 and

the strike and boycott of 1925 the Association failed to

fulfill the covenant and in September of the latter year the

lot was re-entered upon by Government. premium paid was refunded in June 1926.

It will therefore be seen that the Association

occupies a considerably smaller area than was the intention ten years ago, and I am satisfied that, as a result of the continued growth in population on the mainland, it will within

the course of the next few years find itself cramped in its
