addition to the dues of the port should be involved and that

the scheme should be financed otherwise. It was also a greed

to add a suggestion that, if possible, the work should not

be given to a foreign firm; and that perhaps there might

be co-operation to this end with Empire ports in the same

part of the World (say Colombo, Bombay or Singapore). It

was agreed that a draft letter on these lines to the

Colonial Office should be circulated for approval.
