also attended the meeting.

1. The Minutes of the 168th meeting were approved.

2. Change of Secretaryship.

The Chairman announced that, in consequence of his

appointment as Private Secretary to the Parliamentary

Secretary to the Board of Trade, it would not be possible for

Mr. R.M. Nowell to continue as Secretary of the Committee, and

Mr. W. Graham of the Mercantile Marine Department, Board of

Trade, was being appointed in his place. The Chairman added

that he was sure he would be voicing the sentiments of the

Committee in expressing their appreciation of the very

efficient manner in which Mr. Nowell had carried out his

duties as Secretary of the Committee. Personally he desired

to thank Mr. Nowell for the willing assistance which he had

always given to him as Chairman. It was resolved that these

expressions of thanks should be entered in the minutes.

3. Appointment of Representative of the Colonies.

The Chairman welcomed Sir John Shuckburgh who was present

for the first time since his appointment to the Committee as

representative of the Colonies.
