have not overlooked your suggestion of
a discussion, but that in order to
facilitate progress and avoid any necessity
for another meeting of the Committee we
have suggested to Mr.Graham an alteration
in paragraph 6 of the draft. In that
paragraph it is stated that the Committee
have given their decision in favour of the
dredging to the greater depth on the
assumption that the dues of the port will not
be increased, and we are asking that the
paragraph may be qualified by a statement that
the Colonial Office representative on the Committee
reserved his opinion on the question of the
imposition of additional dues on shipping
pending further consultation with the Governor.
