Dear Cunliffe-Lister,

There is a suggestion which was not discussed

by the Imperial Shipping Committee, and cannot therefore

be referred to in the accompanying official letter, which I would like to put to you in case you should care to pass it on privately to the Governor of Hong Kong. It relates to clause 6 of the letter, where the Committee deprecate an increase of dues on shipping to cover or partly cover the cost of deepening the Harbour. It would appear from the evidence that certain of the Liner Companies are directly or indirectly (through their local agents) interested financially in the Godown Company. A con- tribution from that Company towards the proposed expendi- ture would seem to be an equitable way of throwing a part of the cost on the large vessels which will benefit from
