IX. PENSIONS.

A. Officers' Pensions.

182. The pensions of officers, other than subordinate officers of the Police Force are governed by Ordinance No. 21 of 1932. Pensions of subordinate officers of the Police Force are governed by regulations under the Police Force Ordinance, 1900

B.-Widows' and Orphans' Pensions.

183. (1.) Widows' and Orphans' Pensions are regulated by Ordinance No. 15 of 1908, as amended by Ordinance No. 13 of 1928, No. 9 of 1929 and No. 2 of 1931, whereunder an abatement of 4 per cent. is made from the salary or pension of every officer as define by that Ordinance.

(2.) The abatement of salary of an officer on a sterling salary is always made in sterling. An officer receives, therefore, his full salary converted into dollars at the authorized rate of exchange, less the sterling amount of the abatement converted into dollars at the Treasury rate of exchange for the month.

(3.) When an officer is promoted from one office to

office to another, whether on probation or otherwise, the abatement shall be made from his salary in the office to which he is promoted with effect from the date on which he commences to draw such salary.

(4.) Pensions based on silver contributions will, when payable through the Crown Agents for the Colonies, be paid at the rate of 3/- to the dollar or at the current rate of exchange at the option of the pensioner, provided that the choice once nade is irrevocable.

184. In order to assist the Treasurer in collecting contributions to Widows' and Orphans' Pensions, Heads of Departments are directed to apply to the Treasurer for the necessary form of particulars in all cases of officers in their departments newly appointed to the Service who are liable to contribute. In circumstances involving neglect on their part, Heads of Departments may be held pecuniarily liable for the penalty imposed by Section 14 of the Widows' and Orphans' Pensions Ordinance, 1908, in respect of any omission on the part of their subordinates to furnish particulars in accordance with Section 13 of the Ordinance. Periodical enquiries should therefore be made by Heads of Departments among their staff as to whether all conditions have been fulfilled up to date. All questions that may arise with regard to payments or refunds in connection with Widows' and Orphans' Pensions should be referred direct to the Treasurer to whom communications of any kind on this subject from officers who are in or retired from the service should be sent.
