PASSAGES.
(9.) Passages cannot be claimed by an officer transferred to Hong Kong on account of his service under the Crown in another Colony or Protectorate but such service will be taken into considera tion in determining the rate at which the cost to Government of passages or a proportionate part of passages may be granted to him.
(10.) In cases of peculiar hardship the cost of passages may be granted, either wholly or in part, even though the grants cannot be justified by resident service, or may bring about a departure from paragraph (6) of this order.
(11.) Heads of Departments are required to send to the Harbour Master in June each year a schedule of all passages which will probably be needed by officers in their departments during the ensuing twelve months. Provisional reservations in respect of such schedules will be subject to confirmation by the Colonial Secretary on the forms required in connection with leave certificates.
(12.) An officer on leave in the United Kingdom or in Ireland who desires a passage back to Hong Kong must apply immediately on arrival to the Crown Agents by whom all bookings will be made, unless he makes private arrangements. This rule applies whether the officer is or is not in possession of a return ticket.
(13.) Subject to the condition that the class of accommodation be approved by the Government as appropriate, an officer may make private arrangements for passages for himself or any such members of his family in lieu of standard passages, and he will upon production of the passage tickets be granted a sum equivalent to the cost or appropriate proportion of the cost to Government of standard accommodation fixed by Government at the time of such grant and appropriate to his case, or the actual cost of the accommodation taken, whichever sum is less.
(14.) Subject to paragraph (8) of this order, where passages home and back are required, a total grant will not in any case be made in excess of the cost to Government of return passages of standard and appropriate accommodation at the time when such return passages would otherwise have been taken. This principle will also apply to cases in which an officer makes private arrangements for a portion of the journey, subject to the following modifications-
If an officer wishes to disembark at Marseilles a return passage will be booked to Marseilles only and the officer will receive an allowance or proportionate allowance, as the case may be, in respect of the overland journey, of the difference in the cost to Government of the passage so booked and a direct passage to London: If he embarks at Marseilles on his return journey he will receive a similar allowance or proportionate allowance on his arrival in the Colony.

(15.) If an officer with a direct passage (Hong Kong-London or London-Hong Kong) disembarks or embarks at Marseilles he will do
at his own expense, but if the grant to him fell short of the full cost to Government of such a direct passage a refund may be made to him from any sum recovered from the Shipping Company, the refund bearing to such sum recovered the same proportion that such shortage bore to such full cost. Any sum recoverable from a Shipping Company in respect of an unused portion of a ticket, if received from the Company by the officer, must be paid to the Government or the Crown Agents in full: the refund (if any) to the officer will subsequently be made.
(16.) The provisions of this order are applicable, mutatis mutandis, to officers of this class not on the permanent establish- ment, if the terms of their engagement include an express stipulation for free passages to their countries of domicile, but not otherwise.
179. European Police Officers and Prison Warders and their C.S.O. families will be granted, when proceeding on or returning from leave, 1881/13. (a) if domiciled in England or Scotland, third class railway fures between port of arrival in the United Kingdom and London or Edinburgh respectively; (b) if domiciled in Ireland, third class railway fares and second class boat accommodation between port of arrival in the United Kingdom and Dublin or Belfast.
B. Indian Officers.
180. Passages are provided by Government in accordance with the c.s.o. following rules to officers on the permanent establishment who are 2922/18. domiciled in India:-
(1) After a period of five years' resident service an officer of Indian race on the permanent establishment who is domiciled in India, will if proceeding on leave be granted return passages or if retiring on pension single passages to India provided that in the latter case he sails within six months from the date of ceasing to perform the duties of his office.
(2) Officers with salaries of $600 per annum and over will C.S. Circ. receive second class passages to Calcutta, in steamers to be 25/25 and selected by the Government, and intermediate railway fares 38/30. to and from destination in India not exceeding in cost Rupees 40 for each full single fare.
