VII. LEAVE.
A.-Rules Applicable to all Officers.
(i) General.
137. Except where otherwise stated these rules apply to the whole service including Police and Prison Departments, but without prejudice to any special rules approved by the Governor in respect of those departments.
137A. Leave, other than sick leave, will only be granted subject to the exigencies of the service. In particular while endeavour will be made in fixing dates for leave to meet the personal convenience of officers the necessity for maintaining an even supply of officers for duty at all times of year must take priority.
138. The Governor may not in any case grant more than twelve months' leave of absence from the Colony without the special approval of the Secretary of State.
139. No Head or Assistant Head of a Department may leave the Colony without the permission of the Governor and no other officer without the permission of the Head of his Department.
140. Officers are strictly forbidder to overstay leave granted Col. Reg. them. Any officer who is absent from the Colony without leave will 37. be held thereby to have vacated his office.
141. Absence authorised for the purpose of attending a Field Day or a Camp of Instruction of the Volunteer Defence Corps will not count as leave.
142. Heads of Departments proceeding on leave, other than casual or sick leave, before the last day of February in any year must, unless they obtain special permission from the Governor to the contrary, send in their annual reports for the preceding year before their departure.

143. Leave on full pay not exceeding one month in duration Authority may be granted by the Head of a Department to any of his sub- for grant ordinates who may be eligible therefor. Leave to Heads and Assistant Heads of Departments, also leave exceeding one month in duration, must be referred to the Colonial Secretary.
144.--(1.) Leave granted by Heads of Department under the Reports. preceding rule also all casual leave granted must be entered in monthly returns in accordance with General Order 203.
(2) Heads and Assistant Heads of Departments must report to the Colonial Secretary their resumption of duty on return from full
