The question of subsistence allowance during courses
of study is felt to be of importance. The issue was raised
in connection with the scheme of training for Assistant
Marine Surveyors, who have received subsistence allowance in
addition to extended leave on full pay for long periods. It
is not proposed that any change shall be made in the case of
the few surveyors who have still to complete their training
but for other cases the maximum of three months is considered
fully adequate.
In order to avoid any appearance of discrimination
the Study Leave rules have been included under the "General"
head but in practice it is unlikely that any but European
officers will become eligible for such leave.
8. The passage rules, apart from the deletion of the clause dealing with fiancées and the amendments approved in
paragraphs 4 and 5 of your despatch under reference, are
identical with those originally submitted to you and taken as
a whole are, it is thought, fully as generous as those of the
Unification Scheme.
9. It remains to deal with the points in which the new
rules fall short of those contained in the Unification Scheme, namely,
