It is understood that these officers are known to
Messrs. Binnie and Gourley but details of their
training and experience are set out as annexures to this despatch. Mr. Locke is at present on leave.
4. No officer of the class of foreman of works
can be spared by the Public Works Department. It would probably be possible to engage suitable men locally to fill the less responsible positions; but it is thought likely that the Consulting Engineers will prefer to send out their own men to fill the senior
posts.

Regarding the method of financing the scheme
I would refer you to my confidential despatch of the 10th March, 1932, on the subject of Loan Works
generally.
