I have the honour to acknowledge the receipt

of your confidential despatch of the 20th January,

1932, enclosing a copy of your telegram No.5 of the 8th

January, 1932, on the subject of the Shing Mun Valley

Waterworks Scheme, and to inform you that I agree to

the payment of fees to the Consulting Engineers on a

basis of 5% on expenditure up to £250,000 and 42% on

the remainder plus the cost of the partners' visits.

2. I note that there will be no formal agreement

but that the terms of payment etc., will be embodied in

a letter from the Crown Agents for the Colonies to the

firm; and I agree to the engagement of the staff

required by the Consulting Engineers in the manner set out in paragraphs 4 and 5 of your despatch.

3.

The Director of Public Works is in a position

to provide one engineer only to work under the

Consulting Engineers and suggests that the Consulting Engineers might be asked if they would be willing to

select one of the following engineers.
