Sir,
With reference to your confidential letter
No.92653/32 of the 21st June, on the subject of the
Shing Mun Valley Waterworks Scheme, I have the honour to
enclose a copy of a letter received from the Consulting
Engineers, Messrs. Alex Binnie, Son and Deacon, detailing
the engineering staff which they consider necessary for
the execution of the work and the salaries etc. proposed,
together with the schedule enclosed therewith showing the
staff originally proposed when their Mr. Gourlay visited
Hong Kong in 1931.
2. It will be noted that, in view of the decision
that the work should be carried out by direct
administration and not mainly by contract, as originally
proposed, the Consulting Engineers have found it
necessary to revise the personnel and salaries laid down
in their original schedule. They inform us that they do
not wish to be bound hard and fast to the schedule as
given in their letter, as in practice it may be found
necessary to vary the number of appointments in the
various grades and provided that they are given
latitude in this respect they will undertake to see that
the numbers and cost are kept to the absolute minimum.
