Sir,
With reference to ir. Anery's confidential
despatch of the 25th February, 1920, on the subject of
the transfer to this Government or the Kowloon Peak
Military Reserve, I have the honour to state that arter further negotiations a draft agreement for the transfer of this area was settled with the local Military Authorities
in April 1931. The War Office in a letter No. 119/Abroad/ 1376 (D.L.1.R.) of the 7th January, 1932, to the General
Crficer Commanding the British Troops in China, whilst stating that the agreement satisfies War Department interests
requests the insertion in it of a condition to meet the
requirements of the Air Ministry.

i am prepared to consider those requirements,
but am of opinion that they should form the subject of a separate negotiation between the Air Ministry and this Government; any attempt to incorporate them in a transaction to which the Air Ministry is not a party will only involve
confusion and delay. 1 should therefore be glad if the Air Ministry could be so informed and the War Office requested to withdraw the qualification to their approval of the drafu
